Beata MUKANGABO

Ms. Beata Mukangabo is a seasoned legal professional with 24 years of experience, including two decades specializing in utilities regulation. She currently serves as the Head of the Transport Department at the Rwanda Utilities Regulatory Authority (RURA). Over the course of her career at RURA, Ms. Mukangabo has held several senior leadership positions, overseeing a wide range of strategic and regulatory portfolios. These include Legal Affairs, Licensing and Enforcement, Consumer Protection, Economic Regulation, Corporate Affairs, and Board Affairs, where she also served as Company Secretary. Her academic credentials include a Master’s degree in ICT Law and Management from Belgium (2006), a Postgraduate Diploma in Legal Practice from the Institute of Legal Practice and Development (2017), and a Bachelor’s degree in Law from the University of Rwanda (2000). Prior to joining RURA, she served as a State Attorney at the Ministry of Justice of Rwanda from 2001 to 2004.
